Founded in 1978, China Jiliang University is a non-profit public higher education institution located in the suburban setting of the large city of Hangzhou (population range of 1,000,000-5,000,000 inhabitants), Zhejiang. Officially accredited and/or recognized by the Department of Education, Zhejiang Province, China Jiliang University (CJLU) is a large (uniRank enrollment range: 10,000-14,999 students) coeducational higher education institution. China Jiliang University (CJLU) offers courses and programs leading to officially recognized higher education degrees such as pre-bachelor degrees (i.e. certificates, diplomas, associate or foundation degrees), bachelor degrees, master degrees, doctorate degrees in several areas of study. China Jiliang University (CJLU) is a university distinctive for its metrology, standards, quality, market regulation, inspection and quarantine. Its predecessor is Hangzhou Metrology School established by the State Metrology Bureau in 1978. CJLU was upgraded to China Institute of Metrology with the approval of Ministry of Education in 1985 and renamed as China Jiliang University in 2016. CJLU has been jointly supported by the People’s Government of Zhejiang Province and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China since 2017.

CJLU offers master’s degrees in 15 disciplines in Category I and 10 professional disciplines. CJLU has 18 colleges (departments) and one independent college. There are over 15,000 full-time undergraduates and over 1,950 full-time postgraduates at CJLU, and over 5,700 undergraduates at its independent college.

CJLU has over 1,300 full-time faculty members, among whom nearly 700 hold senior professional and technical positions, and 70% have earned doctoral degrees. CJLU has two shared academicians of Chinese Academy of Engineering, more than 20 state-level talents of the National Ten Thousand Talents Program, the Yangtze River Scholars Program, National Science Fund for Outstanding Youths winners, National Hundred-Thousand-Ten Thousand Talents, National Innovative Talents Promotion Program, and over 30 provincial and ministerial talents, such as Super Experts of Zhejiang Province, Ten Thousand Talents Program of Zhejiang Province, Young and Middle-aged Experts with Outstanding Contributions to Zhejiang Province, or 151 Key Sponsored Talents Program of Zhejiang Province. CJLU owns one National University Huang Danian-style Teacher Team, one State-level Teaching Team, five Zhejiang Provincial University Teaching Teams, five Key Scientific and Technological Innovation Teams of Zhejiang Province and four University (High Level) Innovation Teams of Zhejiang Province.

CJLU has 27 scientific research platforms of provincial, ministerial and above levels, including the National International Science and Technology Collaboration Base, the Engineering Research Center of Ministry of Education, the National Center for Quality Inspection, the National-Local Joint Engineering Laboratories, Key Laboratories of Zhejiang Province, and Engineering Laboratories of Zhejiang Province. CJLU Science Park is recognized as a National University Science Park, State-level High-tech Business Incubator, State-level Makerspace and State-level Sci-Tech Base for College Students’ Entrepreneurship and Training by Ministry of Science and Technology and Ministry of Education.

CJLU is home to high-level training bases for professional talents such as ISO International Standardization Training Base (Hangzhou), International Organization of Legal Metrology OIML Training Center (Hangzhou Base), National Intellectual Property (Zhejiang) Training Base, Education Training Base of China Certification and Accreditation Association, and Talent Training Base for International Standardization of Standardization Administration of the People’s Republic of China.

The CJLU disciplines of engineering, chemistry and materials science are among the top 1% of ESI global rankings. CJLU owns three Zhejiang Province 2011 Collaborative Innovation Centers, 10 First-class Disciplines of Zhejiang Province and 11 Top Priority Disciplines, Key Research Bases and Key Disciplines of Humanities and Social Sciences of Zhejiang Province.

By giving full play to its advantages of industry-based disciplines and serving the innovation-driven strategy, CJLU has won two second prizes of National Technology Invention Award, and 71 provincial and ministerial awards, including the Outstanding Achievements Award in Scientific Research of Ministry of Education, the AQSIQ Science and Technology Award, the Science and Technology Award of Zhejiang Province, and the Outstanding Achievements Award in Philosophy and Social Sciences of Zhejiang Province. Over the past five years, CJLU has undertaken 850 national, provincial and ministerial projects, published 2,633 academic papers included in SCI, EI and ISTP, obtained 1,349 authorized invention patents, and taken charge of or participated in the development and revision of 83 standards.

CJLU adheres to the motto of “Developing National Economy by Metrology; Improving People’s Livelihood through Measurement” and stays true to the educational philosophy of “Metrology as University’s Cornerstone, Standards as its Code of Conduct, and Quality as its Career Goal”. Prioritizing moral education and talent cultivation, CJLU aims to cultivate outstanding talents in response to the needs of national quality and inspection industry and deepens the educational and teaching reforms with high-quality development as its core.

CJLU boasts four National Featured Specialties, two National Pilot Specialties of Comprehensive Reform, 20 Superior and Featured Specialties of Zhejiang Province, seven specialties with National Engineering Education Certification, five specialties selected in the Educating and Training Outstanding Engineers Plan of Ministry of Education, eight courses selected as National Excellent Courses, National Excellent Resource Sharing Courses and National Bilingual Demonstration Courses, 22 Zhejiang Provincial Excellent Courses, and seven Zhejiang Provincial Excellent Online Open Courses. CJLU has one National Demonstration Experimental Teaching Center, one National Virtual Simulation Experimental Teaching Center, one National Virtual Simulation Experimental Teaching Project, 10 Zhejiang Provincial Demonstration Experimental Teaching Centers, three National and Provincial Off-campus Practice Bases for University Students, one National Innovation Experimental Area for Talent Training Mode, one National Demonstration Joint Training Base for Professional Master’s Degree of Engineering, two Joint Postgraduate Training Bases of Zhejiang Province, and one first-batch Industry-University Integration Demonstration Base of Zhejiang Province.

CJLU is the winner of the First ISO Award for Higher Education in Standardization. In the past two evaluations of teaching achievements, CJLU has won 20 national and provincial teaching achievement awards. CJLU was awarded Excellent University in Undergraduate Teaching Assessment by Ministry of Education in 2007, and passed Undergraduate Teaching Review Evaluation by Ministry of Education in 2016. CJLU ranked 1st among the multi-disciplinary and teaching and research universities in the Classified Evaluation of Regular Undergraduate Institutions of Zhejiang Province in 2017.

CJLU lays stress on “education through practice” and attaches great importance to cultivating students’ sense of responsibility, innovative spirit and practical ability. At various academic competitions held in the past five years, CJLU students have won 278 national awards and over 2,200 provincial awards, including three first prizes in the National “Challenge Cup” Competition. With its 19 first prizes in National Mathematics Contest in Modeling, CJLU has ranked high for three successive years in its overall achievements among all participating universities nationwide, and won Matlab Innovation Award (the highest award) under the Undergraduate Group in 2018. During the period of 2014-2018, CJLU ranked 64th in the National University Academic Competition Evaluation and ranked 5th among universities of Zhejiang Province in 2018. In the past five years, CJLU students have been awarded more than 3,100 patent authorizations as independent inventors, including 53 invention patents. CJLU has won seven first prizes in National Art Performance for University Students and 28 first prizes in Zhejiang Province.

CJLU enrolls students nationwide, from 31 provinces, municipalities, autonomous regions and Hongkong, Macau and Taiwan, with first-tier students from 23 provinces, municipalities and autonomous regions. In the past five years, the average preliminary employment rate of its graduates reached 97.02%. CJLU was selected among the Top 50 Universities with Typical Experiences of Innovation and Entrepreneurship in China in 2017, and was selected among the first-batch Demonstration Entrepreneurship Colleges of Regular Higher Education Institutions of Zhejiang Province in 2018.

CJLU deepens “Three Services" centering on the central tasks of the CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province, and promotes government-industry-university-research cooperation with local governments, market regulation authorities and enterprises. In the past three years, CJLU has co-established university science parks, institutes for advanced study, international institutes for innovative design, and innovation research institutes with the local governments of Binjiang District, Shangyu District and Liangzhu Sub-district. CJLU has signed an agreement to deepen comprehensive cooperation with Yiwu City. CJLU has signed agreements on science and technology cooperation with almost 30 city or county governments both in and out of Zhejiang Province. CJLU has chaired and participated in five Industry-University-Research Alliance Centers of Zhejiang Province, co-established 14 technology transfer agencies with Wenling City, Yuyao City and Anji County, and participated in the joint establishment of 11 industrial technology alliances and local research institutes (centers). CJLU has run 290 training sessions for talents in metrology, standardization and quality, with a total of more than 16,000 trainees.

CJLU has made great efforts to promote its internationalization by establishing partnership with universities and research institutes in over 30 countries such as the United States, the United Kingdom, New Zealand, Germany, France, the Czech Republic, Australia, and Canada for joint programs of doctoral, master’s and bachelor’s degrees. CJLU has established two joint collaborative undergraduate programs with Auckland University of Technology in New Zealand and Anglia Ruskin University in the United Kingdom, and co-established the Confucius Institute at University of Finance and Administration (VSFS) in the Czech Republic.

CJLU vigorously develops education for international students. Currently, there are 358 international students from 33 countries in Asia, Africa and Europe. In response to the Belt and Road Initiative, CJLU has established the world’s first Belt and Road University Alliance for Standardization Education and Academics (B&RUAS), including 105 universities from 30 countries and regions, among which 37 are overseas universities. CJLU is also home to the Hangzhou-Dresden Liaison Office, promoting cooperation in innovation and entrepreneurship education for Chinese and German college students, exchanges between Chinese and German teachers and students, and scientific and technological cooperation.
